2021 Field Liaison Officer Training Workshop Presented by The North Carolina Information Sharing and Analysis Center
The North Carolina Information Sharing and Analysis Center (NC ISAAC), established in 2006, is a liaison between local, state, and federal agencies whose goal is to reduce North Carolina’s vulnerability to terrorism and criminally motivated events. The ISAAC assists North Carolina law enforcement with case support and collaborates with them in addition to emergency management, the private sector, and the public to share information related to criminal threats and terrorism in North Carolina.
The Field Liaison Officer (FLO) Program is a region-wide network of state, local and federal law enforcement officers, fire and emergency services personnel, emergency management and critical infrastructure personnel, and private sector stakeholders. FLOs act as a liaison between ISAAC and their agencies to secure the state of North Carolina from terrorist and criminal threats.

Human Behavior Analysis:
Human behavior analysis is the science of studying people in and out of groups in specific environments. The focus of this science is to understand, explain, describe, and predict behaviors. With the understanding how people interact with their environment and individuals and groups in that environment we can establish a baseline behavior pattern. When law enforcement is interred into the environment deviations within that baseline behavior is noticeable and people of interest and groups of interest become easier to spot. With the establishment of articulable baseline explainable deviations, it helps establish a need for interdiction through reasonable suspicion or probable cause.
Generations in the Workforce:
This class focuses on the generation’s “gaps” between all different ages within the workforce currently. This class explains each category while focusing on Y/Z/Alpha generations and how to communicate within these generations. This class also focuses on determining lies from the truth when interviewing younger ages compared to older generations and the basis behind “why they lie.”
Mental Illness and Violent Behavior:
This class will present a general introduction to and a basic understanding of what makes a behavior “abnormal.” Using the biopsychosocial model, an overview of the most common behavioral health disorders observed in persons who pose a risk for violence will be provided. Finally, participants will learn how mental health problems are identified and assessed in threat assessment investigations.
Integration of Emergency Management and Emergency Medical Services in Intelligence:
This presentation will focus on how these two units have successfully demonstrated working together in all types of incidents. The Integration of these two services in providing real time intelligence to the Fusion Center is critical to the mission of Information Sharing.
Human Trafficking Investigations:
This class will familiarize students with the definition of human trafficking to include federal and state legislation. We will also cover indicators, victimology, and the effects this trauma can have on an individual. Case studies will be shown as well as evidence to look for and how to corroborate your investigations.
Open Source Intelligence:
This Open Source Intelligence (OSINT) Class teaches attendees how to utilize basic internet search engines and popular social media websites to research potential threats surrounding specific major events occurring in your AOR, to include events such as elections and sporting events. Topics will include basic search techniques, geofencing, Boolean Operators and Search Modifiers, and more.
